Quick answer: Most straightforward residential DAs at Northern Beaches Council take around 3 to 6 months from lodgement to determination. Complex proposals, contested sites or applications with missing information can run longer. If your site qualifies for complying development instead, a certifier can approve a CDC in 1 to 2 weeks. The biggest factor you control is the quality and completeness of the application package.

A DA's clock has four phases. Pre-lodgement preparation is on you and your draftsman: survey, design, drawings and consultant reports, typically 4 to 10 weeks done properly. After lodgement comes completeness checking, where council confirms nothing is missing; incomplete applications get stopped here and the clock effectively resets. Then notification, usually a couple of weeks, where neighbours can comment. Finally assessment, where a planner works through the controls and any objections. Most of the painful delays happen because of problems planted in phase one.
Three local factors stretch timelines. Constrained sites needing referrals: flood-affected land near Narrabeen, bushfire interfaces in Bilgola and Ingleside, and coastal hazard lots in Collaroy each add a referral loop. Neighbour objections, common where views are at stake in suburbs like Seaforth and Fairlight, add assessment time even when the objection has no planning weight. And requests for additional information, the most avoidable delay of all, happen when the original package left questions unanswered.
Lodge complete: every report council could ask for, included from day one. Design inside the controls so the planner isn't being asked to defend a variation. Address view sharing and overshadowing in the drawings before a neighbour raises them. And respond to any council request within days, not weeks.
